Work Location Arrangement: Partial On-site – the position requires a combination of regular on-site and remote work. Reasons and schedules can vary, but worker attends on-site regularly (for example, each week).
Salary: $41.50 – $48.24 per hour (as per CUPE collective agreement)
Position summary:
We are currently seeking a highly motivated health professional to contribute to our organizational mission of working with our communities to promote and protect health and prevent disease.
Reporting to the Manager or Specialist, the Health Promoter will research, plan, develop, coordinate, implement, and evaluate practices/programs in order to effectively meet the Ontario Public Health Standards (OPHS) Program and Foundational Standards and local needs, as well as provide recommendations based on analysis of data and results related to program planning. The Health Promoter will also provide consultation to staff, provincial and community partners regarding research and evaluation, health promotion theories, best practices, and policy development in accordance with agency policy. Performs other related duties as assigned.
Responsibilities:
- Develops, plans, implements, coordinates and evaluates assigned projects in consultation with the manager and other team members as required.
- Supports programs to emphasize population health, the promotion of health and community involvement to meet the OPHS Program and Foundational Standards and local needs.
- Implements appropriate health promotion interventions utilizing skills in social marketing, media communications, innovation, intersectoral planning, community relationships (i.e. networks and coalitions), community capacity building, and provides consultation specific to health promotion programming using a variety of theories (e.g. behaviours change theory, and social marketing).
- Engages in community development initiatives with internal staff members as well as external partners, agencies, and community members to improve overall health status and to reduce health inequities.
- Acts as a resource person by responding to internal and community requests for information as appropriate.
- Working in consultation with the specialist, plays a key role as it relates to program planning and the implementation of the OPHS Foundational Standard (population health assessment and surveillance, effective public health practice, and health equity) at the team or Division level.
- Facilitates the establishment of public health policies through advocacy, negotiation, writing and presenting resolutions and position papers, research and analysis of policy options, drafting policy recommendations and assisting with implementation.
Population health assessment and surveillance
- In consultation with the specialist, identifies and recommends program priorities by reviewing existing epidemiological, behavioural and socio-demographic data and by planning, conducting, analyzing and reporting on assessments of community assets and needs.
Health Equity
- Provides support to teams in health equity analysis, policy development and knowledge exchange.
Effective Public Health Practice
- Program planning and Evidence-Informed Decision-Making:
- Maintains current knowledge of the literature and best practices and critically appraises evidence to assist with priority setting, program targeting and determination of public health strategies.
- Collects, synthesizes and analyses data and information to support evidence-informed decision-making, planning, and policy analysis.
- Contributes to the development of program plans, logic models, activity plans and monitoring and evaluation plans by providing latest evidence and best practices.
Research, Knowledge Exchange, Evaluation, and Communication
- Initiates, conducts, promotes, presents and participates in collaborative research or evaluation projects with public health staff, relevant community partners and agencies, other health units, and provincial partners in conjunction with the manager/specialist and other team members as required. Consults and liaises with staff and relevant community agencies on research and evaluation methodology and implementation, study designs, data collection and interpretation appropriateness, validity of method, and ethical constraints (including the ethics review process).
- Applies sound evaluation methodology for determining effectiveness, acceptability, availability and cost-efficiency of public health programs and research projects.
- Takes responsibility for the dissemination and use of applicable research and evidence in the community, by means of publications and presentations at various conferences, symposiums and meetings.
- Assists with the development of the operating budget for any assigned projects, such as research grants and evaluation projects.
- Initiates and coordinates grant proposals. This includes identification and securing of potential funding sources and relevant partnerships.
- Provides a key role to plan and implement evaluation of designated programs and services.
Quality and Transparency
- Contributes to an organizational culture of quality and improvement by supporting and participating in the identification of tools, structures, processes and priorities to measure and improve the quality of programs and services.
Requirements:
- Masters’ degree in health promotion, public health, or other relevant field. Equivalent education/training ensuring a population public health focus may also be considered.
- Minimum 2 years experience in health promotion or a related public health discipline, with proficiency in a combination of the following areas: research methods, program evaluation, policy development, group facilitation techniques, principles of population health, community development, social marketing and media communication strategies.
- In depth knowledge of key theoretical models in health promotion and in the specific area of work (e.g. environmental health, nutrition / physical activity).
- Strong ability to analyze, interpret and apply data.
- Strong group facilitation, public speaking and presentation skills.
- Demonstrated computer skills with Microsoft office and relevant data bases.
- Demonstrated ability to work collaboratively as a member of an interdisciplinary team.
- Advanced oral and written proficiency in English is essential.
- Advanced oral and written proficiency in French is an asset.
- Ability to work in independently and as an integral team member.
- Good communication (verbal and written), negotiation and problem-solving skills.
- Current Ontario driver’s license and access to a reliable vehicle.
- Satisfactory police reference check in accordance with agency policy.
