CINOT Expansion Costs for Ages 14 to 17 Years Inclusive (Motion #35-09)

Motion
WHEREAS the Canadian Community Health Study (2005) reports that only 59% of low-income Ontario teens (82% of high income teens), aged 12 – 19 years visited a dentist in the past 12 months; and
WHEREAS the poor dental health is associated with poor nutrition, speech issues, pain-related concentration difficulties, self esteem concerns, and lost school and work days due to dental pain; and
WHEREAS the expanded Children in Need of Treatment (CINOT) program provides low‑income teens aged 14-17 with an essential service that they otherwise would not be able to access; and
WHEREAS it is expected to take several years of program experience before the ongoing costs of operating the expanded CINOT program can be accurately estimated; and
WHEREAS the Ministry of Health Promotion currently funds 100% of the CINOT expanded program costs for 2009 but has communicated that effective 2010, such program costs will be funded on a cost-shared basis; and
THEREFORE BE IT RESOLVED THAT the Sudbury & District Board of Health support the Middlesex-London Board of Health motion requesting that the Ontario Ministry of Health Promotion continue to fund the CINOT expansion program at 100% in 2010 in order that more accurate and reliable budget figures are available for the program before any further costs are subject to cost-shared funding; and
FURTHER THAT the Ministry of Health Promotion, the Premier of Ontario, the Ontario Public Health Association (OPHA), the Association of Local Public Health Agencies (alPHa), the Ontario Association of Public Health Dentistry (OAPHD), the Ontario Minister of Children and Youth Services, all Ontario Boards of Health, and the Sudbury & District Dental Society be so advised.
